What is a really good photoshop type program, for photographs?

I want to be able to touch up photos, maybe do some neat effects, etc. but I do not want to burst the bank! Any suggestions? What is a really good photoshop type program, for photographs?
If you want to quickly touch up photos, online editors like http://www.picnik.com are really easy.

Otherwise Gimp ( http://www.gimp.org ) is a really good free program.

If you are familiar with Photoshop, you can try Gimpshop, which is Gimp, but with the menus like Photoshop. http://gimpshop.blogspot.com/What is a really good photoshop type program, for photographs?
How about Photoshop Elements? It's Photoshop-lite! and goes for $150.
adobe photoshop
Adobe illustrator
Gimp. It's free, it's a lot like Photoshop though. It's called 'The Gimp.' Try to download it by finding a web on google. I %26lt;3 it.
Of course, any program from Adobe will do wonders to your photos as long as you know how to use the tools. But these programs can cost quite a sum of money so if you're serious about wanting to add some effects and are willing to spend some time to sit down and learn how to work with the program, then go for it! The large amount of money you paid with for the program is well worth it.

However, Paint Shop Pro is also a good alternative. While not as expensive by a couple of hundred dollars (US), it still has some wonderful effects. If you really get to know the program well enough, you can render effects that'll look just as good as those that came from Photoshop! It's a lot less complicated than Photoshop (in my opinion) and is good for someone just starting out in the photo-touchups-with-a-program field. Hope this helped!
