This is one quite simple way of making it into a line drawing, you don't have to convert it to b/w first but you could try it and see which works better.

Having saved duplicate of original picture use High Pass filter, it's under Other, at setting of about 4.4, then go to Threshold from Image Adjustment and move the slider till you get a b/w line drawing. It won't give you just the outlines like a colouring book if there are textures in the picture but if you want to make it easier to colour you can select by colour and change the black to a pale shade that is easier to colour over.

If it's a simple picture coloured picture without any texture or shading Find Edges under Stylize filters will work fine and then convert it to b/w.
Save two versions first because you won't be able to get your colour information back once you save it as a black and white version. Now all you have to do is change the ';mode'; to ';greyscale'; under the image menu. Once you've done that, you can change it back to RGB or CMYK colour (under ';mode';) so you can play around with it, but the original colour will be gone.

Edit- to get just the outline, you could try tracing it in a new layer. Use the brush tool, not the pen tool which is difficult to get the hang of. I don't believe there's any easier way to get a perfect outline from an image with lots of shades of grey, because the computer won't know how to interpret it the way you do. Once you're happy with your outline, you can hide or clear the original layer.
Here is a good, easy to use tutorial on how to do that. http://www.mymediatutorials.com/photosho鈥?/a>
