Yes and no. No, it is pretty intuitive and you can do the basics almost instantly.
Yes, there are so many options that you would never think of you should at least do the tutorials to get acquainted with the possibilities. Someone to guide you to get it right would be of great help.
Also stuff like layers and how to use them may need some explaining but it is all there in the Photoshop. Like all tools it takes time and skill to get good results.

Google some photoshop tutorials there are great sites for this, find what you like to do( eg. make up or extreme make over or fire font in photoshop) then go with the tutorial you picked, that will help you get familiar with photoshop's tools and menus, few tutorials and you mastered it. yes you can learn it by yourself, but you may miss so many other options about the program you didnt know without some help...its a great program!
i was able to scan my paintings into the program and fine tune parts of my painting or make changes without harming the original
yes it is really easy to learn adobe... it is better to learn by yourself so that you would be able to really appreciate and know every filter, options...but seek help to other pro too.... you may get some really good ideas from them and merge their ideas...
adobe's really fun.... just enjoy....
It's not hard to learn you're way around PhotoShop but there are tools you likely won't even know exist unless you take some classes. I know people who have been using it for a while and still find new tricks.
