The quickest and easiest way would be to set your layer on Multiply (at the top of the layers pallet is a drop down menu which is most likely set to normal - pull that menu down and choose multiply). You may have to stretch and skew the text to accommodate curves on the skin etc - but that should allow you to achieve the look you are going for.How do you make text in photoshop look written on your skin?
create the layer then play around with the layer styles opacity and type (multiply is great)
now to make the text look like its bending around the arm use the liquify tool or warp tool
